Dear Naturist,

Good news!

The Naturist Action Committee has learned that Kansas House Bill 2779 has been removed from the list of bills receiving public hearing in tomorrow's meeting of the House Committee on Corrections and Juvenile Justice. The hearing will take place as scheduled, but HB 2779 will NOT be on the agenda. There is no longer a need to attend the hearing.

As introduced, House Bill 2779 sought to place nudity on the state's list of "sexually violent crimes," by requiring require those convicted under the state's often misapplied anti-nudity law (K.S.A. 21-3508 - "lewd and lascivious behavior") to register as sex offenders.

WHAT DOES THIS MEAN?

HB 2779 is still technically alive. However, pulling it from Thursday's important hearing schedule has greatly diminished the bill's chances of passage this legislative session.

WHY WAS THE BILL REMOVED?

Feedback received by the Naturist Action Committee from Kansas lawmakers indicates that the strong and immediate grass roots response to NAC's Action Alert of February 16 played an overwhelming role in the removal of HB 2779 from Thursday's committee agenda. Legislators on the House committee were made aware of a large and thoughtful opposition to the bill, and they paid attention!

HB 2779 is a poorly written bill, put together to fit a number of perceived "gaps" in the Kansas criminal justice matrix. Our organized assault on a portion of that bill exposed the measure to scrutiny it could not withstand. NAC is certain the bill will be taken away and reworked for a future legislative session. However, those redrafting it may choose to avoid repeating the portion of the bill that drew such heavy fire.
