SUBJECT: Ohio House Bill 469
TO     : All naturists


The Ohio legislature has been presented with a dangerous piece of
anti-nudity legislation. House Bill 469 is a multi-pronged bill that
would make serious changes to the state's public indecency law. The
proposed law broadens the conditions under which an individual may be
cited for public indecency, it redefines criminalized body parts to
include female breasts, and it broadens the definition of "public
place" for the purpose of prosecuting nudity. It even prohibits
thong bathing suits

In addition to proposing harsh new measures for individuals, HB 469
includes language that would allow any board of township trustees to
regulate the operation of "adult entertainment establishments" by
prohibiting nudity there. Nudist resorts, parks and camps are at
risk. Under the law proposed by HB 469, the definition of "adult
entertainment establishment" includes any:

  "... business or commercial establishment that, as one of its
  principal business purposes, offers for any form of consideration
  a place where two or more persons may congregate, associate, or
  consort ... when one or more of the persons is nude or semi-nude."

THIS IS AN ADVISORY. NAC asks that you familiarize yourself with the
issue in anticipation of a call for action in the near future. No
action by individual naturists is being requested at this time.

The Naturist Action Committee has engaged a legislative lobbying firm
in Columbus, the state capital, to advise and assist us in the effort
to stop HB 469. NAC has consulted with The American Association for
Nude Recreation on this issue. AANR and the Midwest Sunbathing
Association have each agreed to split with NAC the expense of the
professional lobbyist.

The bill has a "sponsor's hearing" on Wednesday, February 13, before
the House Committee on Civil and Commercial Law. The format of that
hearing does not allow for citizen input. However, naturists will
ultimately have an opportunity to be seen and heard on this issue.


When the timing is proper, the Naturist Action Committee will request
the assistance and participation of the naturist community in
contacting SPECIFIC legislators with a SPECIFIC coordinated message.
