SUBJECT: Texas House Bill 50
TO     : Texas naturists

Dear Texas Naturist,

As the Texas state legislature labors in special session over issues concerning congressional redistricting, a potent anti-nudity bill has quietly advanced to receive a legislative hearing. House Bill 50 says simply that "[a] youth camp may not operate as a nudist camp."

A public hearing on HB 50 will be conducted in the House Public Health Committee at 8:00 am Thursday, July 10, 2003 in room E2.036 of the Capitol complex in Austin.


The author of House Bill 50 is Bryan Hughes (R-Mineola). Hughes became concerned about family naturist activities as a result of the backlash from Florida Congressman Mark Foley (R-Palm Beach Gardens) to an article in the New York Times. No specific Texas event precipitated the filing of the bill.

House Bill 50 is the first actual proposed law to result from the NY Times/Foley debacle. Legislation like this singles out naturists for special (mis)treatment and threatens the very existence of family-friendly social nudity.

The hearing tomorrow is the first to be given this bill. Only two other bills are scheduled to be heard by the committee, but the hearing room has been reserved until noon. Limited sponsor testimony is expected. The Naturist Action Committee and the Southwestern Sunbathing Association will have personnel on hand to deliver testimony opposing the bill.

General input from citizens will likely be accepted, but that's up to the committee chair, Rep. Jaime Capelo (D-Corpus Christi). One of Capelo's own bills is also on the committee agenda to be heard. NAC is not presently looking for speakers beyond the volunteers who have already committed to be at the hearing. However, you are certainly welcome to speak if you wish. NAC is encouraging naturists to attend the meeting as non-speaking observers to support those who address the committee.

If you plan to attend, be aware that parking is a problem at the Capitol. Arrive early. We expect the meeting to start on time
