                     NATURIST ACTION COMMITTEE

Ohio House Bill 469 is legislation that proposes drastic changes to the state's laws concerning public indecency. It would rewrite the definition of "public place," criminalize an expanded new list of body parts and change the rules for the prosecution of skinny-dippers so that naturists could be more easily convicted. If HB 469 were allowed to pass into law, it would outlaw nudist resorts, camps and parks throughout the state.

In an Action Alert dated April 19, 2002, the Naturist Action Committee asked for help from Ohio naturists in the form of contacts with specific state lawmakers, volunteers to speak at a legislative hearing and support at the hearing.

The response to NAC's Action Alert has been tremendously gratifying. Lawmakers have reported an impressive volume of mail and telephone contacts from naturists. The subcommittee hearing on April 24 was well attended, and we had eleven individuals who stood to address the subcommittee.

Naturist Action Committee Area Representative Bob Neinast marshaled the speakers at the hearing, and we made our point strongly. NAC chairman and executive director Bob Morton flew to Columbus to be among those testifying against the proposed law. Neinast, who is a six year veteran of hearings associated with successful naturist defenses against Ohio anti-nudity legislation, continues to be NAC's local grass roots organizer in the effort to kill HB 469.

The professional Ohio legislative lobbyist hired by NAC (and for whom MSA and AANR are paying a share) has indicated that feedback he's received from legislative sources has been quite favorable. Having a legislative lobbyist is important in a battle like this, where much of the work can take place behind the scenes. Your voluntary donations to the Naturist Action Committee have allowed NAC to hire the lobbyist quickly and have helped sustain that professional effort in support of naturists in Ohio. Thank you!

The House Subcommittee on Civil and Commercial Law has scheduled yet another hearing for HB 469 for 3:00 p.m. Wednesday, May 15, 2002, in room 114 of the Statehouse at the corner of Broad and High in Columbus.

Having made our point forcefully at the previous hearing, we do not need large numbers of speakers. In fact, naturist and nudist speakers for the upcoming hearing have already been arranged. However, NAC strongly encourages Ohio naturists to attend the hearing to lend their support from the audience. Such support remains quite valuable.

Largely as a result of the outstanding response of Ohio naturists, the Naturist Action Committee assesses the present status of HB 469 as "unlikely to pass." We must keep up the pressure, but clearly we have gained the upper hand at this point.

NAC has rejected a recent smattering of suggestions that naturists and nudists need to offer ways in which HB 469 can be "fixed." We are in a position of strength, and we do not need to be reengineering our opponents' anti-nudity legislation for them. House Bill 469 is badly and thoroughly flawed, and offering things like exemptions that protect private nudist parks is not only divisive with respect to naturism on public lands, it's completely pointless in the context of a bill that's now almost certain to fail.
