SUBJECT: Virginia House Bill 158

Dear Naturist,

The Education and Health Committee of the Virginia Senate conducted a public hearing today on House Bill 158 and has sent the bill to the full Senate with a "do pass" recommendation. The bill would forbid nude youth camps of the type operated by the American Association for Nude Recreation (AANR).

A brief opportunity for testimony before the committee was given to those opposing HB 158. Naturist Action Committee board member Jonathan Shopiro spoke against the bill, as did representatives from AANR and it regional affiliate, AANR-East.

As introduced in the House of Delegates, the bill would disallow nude youth camps except when a parent was also in attendance. A House committee amendment modified that exception to include on-site grandparents.

An amendment offered in the Senate committee meeting today would have allowed the assignment of legal responsibility to others, in place of parents and with parental approval. That type of assignment is routinely permitted in other circumstances, but the amendment was narrowly defeated in this matter by a committee vote of 7 to 8. The entire measure was reported out favorably by a unanimous vote of the committee.

The Naturist Action Committee issued a NAC Action Alert on February 23, asking you to contact members of the Senate committee. Your response has been gratifying, and NAC thanks you. Ultimately it appears that despite your valuable contacts with lawmakers, Senators did not wish to be seen voting for parental rights in a conflict that has been inflammatorily framed in terms of nudity and children.
